John Welch asked for alternatives to Moveable Type now that they've changed their licensing terms and prices. I'd like to suggest WordPress, which I'm using on this site.
In answer to your questions/requirements:
1) WordPress can import from MT. I did it when I changed over. I believe it can even put in some sort of re-direction from the location of your old posts to your new post. Don't quote me on that, though.
2) Stylesheets should be OK. I have a style switcher on this site, which is basically some JavaScript that calls some stylesheets contained in a folder within the weblog root directory.
3) Yup.
4) It supports ecto using the MoveableType API, I believe. A quick search on the WordPress support forums returns this thread.
It's also quite easy to setup and extend, and WordPress 1.2 is due to be released this week, with support for plugins, and other stuff which I'm not sure about! The site also has active forums, a Wiki that contains tips and tricks, documentation, and a list of all hacks that can be applied.
